(For deck construction, I have a copy of everything released, plus 2 Core sets, though I have no idea what all sets are used here.)
The idea here is to get Gandalf (and Beorn and Descendant of Thorondor to a lesser extent) into play as many times as possible over the course of the game to abuse his ability.
Use Gildor to put him back on top of the deck, to be put into play via Vilya. Put Born Aloft on him, then take him back into your hand when needed, to repeat with gildor + Vilya. Erebor Hammersmith and Second Breakfast will help you use Born Aloft many more times, while many other cards in the deck are also centered around allies leaving play as well.
Hama is included just to help stave off attacks using his Feint trick, and my original thought was to put Steward and the Song cards on either Elrond or Imrahil, depending on how your card draw goes, meaning the songs will depend on who you think it would be best to put it on. There are more Leadership cards than anything else, though they are all cheap. Lore and Tactics have fewer, but are far more expensive.
