Enemy fighters housed in a Space Dock: Can you move through?

First of all, I don't have the expansion, so this question is based on the "normal" game.

On pg. 11 of the rules there is a statement that "a ship is never allowed to move through a system occupied by enemy ships (except fighters)"

Is this saying that you can move through a system that has fighters housed in an enemy spacedock?

On pg. 12 of the rules there is a statement that "if the active player has moved one or more ships into a system that contains ships controlled by an opponent (even a fighter) a space battle must be initiated."

This seems to be saying that if i activate a system that has fighters housed in a spacedock, and i move my ships in, that my fleet will fight the fighters housed in the spacedock.

Are both of these statements correct? I haven't come across anything that says differently.

My gut tells me that the first statement above shouldn't be true... I would assume that you cannot move through a system that has enemy fighters housed in a spacedock.

Anyone happen to have an answer?

Regardless off what your gut feels 'should be correct', you are absolutely right in both of your assumptions, and have quoted the relevant rules to boot!

If you like thematic, "spaghetti sauce" type explanations, it probably has to do with the fact that Fighters can't move on their own; Thus, if they are supported by a Space Dock, they are limited in their range. If enemy ships want to move through the system, they don't have the range to stop them, whereas capital ships WOULD be able to interdict them.

This fits with Advanced Fighters, which DO block enemy movement.

I will accept that as the "realistic" explanation, heh
