Console Fire Critical Hit Card

There was a question about this card during my last game. The text on the card reads,

" Ship

At the start of each Combat Phase, roll 1 attack die. On a * result, suffer 1 damage.

Action : Flip this card facedown".

This card was drawn after my successful attack against my opponent who was next in line to attack during the current combat phase. My question is this: Does my opponent roll the attack die before his attack of this combat phase or do we wait until the beginning of the next overall Combat Phase before he rolls the die? Of course, if the latter is the ruling he will avoid having to take the roll altogether because he can turn the card over as a action in the next Activation Phase prior to that Combat Phase.

If he has not attacked yet, he will roll when he attacks this turn. Next turn he can choose to do the action to prevent further rolls, however that counts as his action for the turn.

The check happens at the start of every combat phase, before all attacks. It doesn't matter if he attacked yet or not. He would not roll for damage the turn he got it, unless he acquired it in the activation phase.
