I don't think it's simultaneous, otherwise you could have multiple ICE at the same level on a server.

No. You don't get a credit for each card, you get a credit for the action of installing a card. Even if the cards were considered to be installed simultaneously, it's still just the first instance of you installing something, so you gain one credit.

This made me think about it some more. I re-read the card. It says -
"Immediately install up to 3 cards (spending no clicks but paying all install costs)."
Considering it doesn't say anything about doing it simultaneous or whatnot, I think it's safe to say that it occurs just like a normal install - but you do 3, and don't pay the clicks. So, I play Shipment on click one, and then install 3 cards, one at a time, exactly as if I was playing them normally - I put it down, gain the opportunity to rez non-ICE if I like, and then install cards 2 and 3 just like that.
This explains why HB would only get 1 credit from its core identity (as I doubt it was intended to get three with this card), and keeps the normal action sequence intact.
So, in other words…Oops, I was wrong. XD
