Heard in a batrep you don't have to spend your Target Locks on missles - "its a new thing, so you can now use them on the missles" True?

If so - where is this rule from? Does it apply to all missles, and torpedoes?

Unlike other missiles and torpedoes, the homing missile card does not tell you to remove the target lock, only to discard the card.

No, Homing Missles states you need a target lock (The header Attack: Target Lock), but only to discard the card. Thus as worded you could then spend the target lock on the missle attack to re-roll. This is only specific to Homing Missles as all other missles require you to discard the lock to use them.
