say I have 3 other city plots in the used pile. then my 7th plot is city of sin. do I get to exhaust 3 characters or 0 (because the used plots rotate back to the unused pile)?

3. From p.11 of the CS rules: "If this was the last card in your plot deck, return all your previously played plots (except the one just revealed) to your plot deck after your revealed plot has taken effect."

Yes the used pile still exists when you reveal your 7th plot and will work with the used City plots. After you resolve all plots is when you return the used pile back to your plot deck.

Heh. "Exhaust." Always fun when people port terminology from other games. (Gives me a chance to point it out like it matters.)

Anyway… as you can tell from the answers above, this is great if City of Sin is your 7th plot, but not so good if At the Gates is your 7th plot.
