Would we say that the passive kill "thing" of Valar is an "effect"? Yep. Is it on a card? Yep. Granted, it is not a "triggered effect", but it is indeed an "effect". The same could be said for all keywords and.. well… everything. If it's on a card and the effect would do something to the character with this immunity… then it doesn't get to effect it. MIL Claim is not a card effect. It is a game mechanic. So you still can die for claim.

Indeed they are immune to the valar. No different than with Cat of the canals..
