Creatures in War Council

I can't find this anywhere so...

When setting up your War Council, can you choose to buy a creature? I'm thinking you only get a creature if it's in the scenario or you're using deployment cards and there's a creature there, but I can't find where in the rules this is spoken about.

Yes you can choose to take a creature in your lore council, at present all creatures take up a single slot from the council whether green or blue.

The above is mostly true - just that if you are using the Call to Arms cards, if you don't have a creature on one of those cards, then you cannot have a creature for that particular adventure in the lore council.

Ah, I see. Normal rules let you buy a creature. Deployment rules supersede them.

If both sides buy a creature in a normal scenario, who picks first? The guy with the most green units?

Again, going from memory here, whoever is going first will place creatures first. I don't know about everyone else, but I don't use the 'scarcity' rules that are in BattleLore. If someone wants to play a particular unit and there aren't any left, we just proxy the necessary figures.

Thought DoW said that was a "house rule" for creatures for war council - i.e. if both people agreed to it?? As for the other item that in regards to the person with most green units, well the person with the most green units does go first, and thus if they do go first, they would deploy first as well (based on the same principle that the person who goes 1st places 1st - just like normal).

it would seem I am in error - it seems Richard made a ruling that if NEITHER player deploys a creature during CtA, then they can place a level on the creature spot on the lore council. But if either player got a CtA card with a creature, the other person does NOT have that option.
