Power for my house

Hello!

I've got a quick question. Is it possible to choose NOT TO claim power voluntarily? Or is it mandatory to claim power when winning it?

For example in a brotherhood deck, but i can't use the Brotherhood without banners agenda. I try to add as much infamy as I can, but i'd like to know what happens if I have no infamy and win power destined to my house.

If an effect says to claim power or to put power on your house, you have to do it.

In general, unless an effect specifically says "you may do (whatever)", you must do what the effect tells you to do. You cannot just not do some part of an effect because it would be inconvenient.

And what about claiming power for unnoposed challenges/power challenges? The rules are unespecific, but it's like a passive effect, right?

Also, the other way around, if I have the agenda of brotherhood without banners, but no brotherhood characters in play yet, and I win a challenge, do I have to discard the power?

The rules say that if the conditions are met, the attacker "claims" 1 bonus power for his or her House. That's "claims," not "may claim." And in the FAQ, claiming that unopposed power is listed as a framework event. So claiming power for unopposed challenges is no more "passive" than settling the claim of a challenge.

There is no option here. If you don't have Infamy cards in play, the normal rules take place and you have to put the power on your House card. You cannot simply "decide" not to follow the rules of the game.
