Ok, so the question is this, can I play an event card durning a run. ex. I start my run and he/she has three ice down. I get through the first one and get the corp to rez the second one, I realize I don't have a program to go against his rezed ice but I have an event in my hand ie. tinkering. Can I play that card now in the middle of a run? I don't think I can but I want to confirm it. thank you for your time

No, making a run is an action that costs you a click, and so it playing an event. Each action is fully resolved before you can take the next action.
