I would like to know if this plot card has effect only on the player that has revealed the plot or is it effective to all players?

"You" always refers to the controller of the card.

There is no "you" on this plot.

"Each character gets +1 STR for each attachment on it."

This applies to all characters with attachments, no matter who controls them.

It looks like the CCG version of this plot has the following text:

"Each character gets +1 STR for each attachment on it."

However the LCG version of this plot has different text:

"Each character you control gets +1 STR for each attachment on it."

The question is, which plot are you trying to get clarification on?

For the LCG version, only characters you control get +1 STR for each attachment.

For the CCG version, it does not matter who controls characters with attachments.

When users ask questions here, they're inquiring after LCG cards in 99% of cases, so that should be the assumption. Bringing up CCG versions of cards with different text from the corresponding LCG version is highly likely to lead to confusion, as this thread has demonstrated.
