Does anyone know on which page the stuff about Craftsmanship and its effect on Aqusition is? I've seen that the book mentions Chapter 1 but even though I went through that chapter several times I couldn't find it and there's nothing in the Armoury Chapter.

It's -10 for each level above average, so best quality comes to -20. The information can be found in the acquisitions section, on page 306. It also lists other modifiers to the acquisition test.
