if Jaqen H'ghar get a STR 2 character and killed by "Flame-Kissed",can Jaqen H'ghar return to shadows?

No. The "return to Shadows" is a passive effect, not part of the save from the dupe. Therefore, the save does not remove the character from the terminal state, making it illegal to trigger it in the first place.
