Thinking about stock starting characters…

Humans,
with 2's in everything… and 110-120 starting experience (depending upon starting obligation increase choice)…

level 3 is 30xp
Level 4 is +40xp, for 70
level 5 is +50xp, for 120

So this means possible combinations
5/2/2/2/2/2 with 0 xp left and +10 Obligation
4/3/2/2/2/2 with 10xp left, +0 obligation
3/3/3/3/2/2 with 0 XP left, and +10 oblgation
3/3/3/2/2/2 with with 20 XP left and +0 obligation

Lesser amounts spent on attributes allows:
4/2/2/2/2/2 with 40xp left
3/3/2/2/2/2 with 50xp left
3/2/2/2/2/2 with 80xp left

For comparison, the Emperor's Hand is 5/4/4/3/3/2 - requiring at least 4 stat upgrades to reach. Or 120+70+70+30+30=320 Starting XP. Or 270+1 dedication, or 230+ 2 dedication's. 4 upgrades, by the way, would require 5+10+15+20+25=75xp each, plus 20+30+50 for opening the needed trees, for 390 after the initial 110. Really, there needs to be a way to directly raise the attributes.

Conclusions


5's are bloody impressive… on paper. The nemesis stats seem a bit high - especially given the lack of traits to justify the high stats.

A significant subset of players are (like me) going to question the wisdom of this over the top Nemesis stat range coupled with almost no ability to raise stats except by running through what may be unthematic additional trait trees.
