is it possible to play an xenos race in any of the 40k rpg games?

my friend has his heart set on playing an orc in rogue trader or dark heresy. i dont think its possible. if it is can you please help me find the rules to do so,

There are rules for playing an Ork Freebooter PC, in the Rogue Trader supplement Into The Storm . RT also has rules for playing as a Kroot mercenary or Dark Eldar Kabalite Warrior.
