My question: Does "Those without faces" have to be present at said terror struggle or can you trigger this disrupt for simply having "Those without faces" in play, effectively allowing him to trigger during multiple story resolutions (in one turn)? (And not be present at any of them).

Yes, it can be triggered even if Those... isn't present at the story.
