New player question.

Hey, I'm new to GoT LCG games and I have few quesions about gameplay mechanics.

So let's start with the first one. Here's the situation.

Lannister vs Baratheon

Baratheon acts as a first player and they have Army of Faithful in play, Lannisters have Shae and it's start of Challenge phase (Baratheon have more total power than Lannister). According to Timechart First Player starts as an Active Player and chooses not to do any player actions. And here's the question. After he chooses not to take actions does he procced to declare challange type and attackers or can the other player to take action even though he's not the Active Player (in this situation use Shae to kneel one of opponent's character)?

At the start of challenges there is a player action window. In this window, starting with the first player, each player gets a chance at a player action. If your opponent passes their first action, you are still able to take an action. After 1 action from you, then it is your opponent's chance to take an action again. Even if they pass you still get another chance at an action. This cycle repeats until BOTH players pass consecutively. So if they pass and you pass or if you pass and then they pass - then it moves to declaring challenges.

It should be noted that this turned based approach is used for every Player Action window that is listed in the timing charts.
