If more than one player wants to take a pre-plot action, how is order determined? Since plots haven't been flipped and there is no first player yet. Thanks.

In a Melee game, perhaps roll a die and highest roll is FP to start the game.

Random determination is for Round 1 only, and is technically done during setup, carrying over for the pre-plot player action window of Round 1.

For all other rounds, the first player for the pre-plot action window will be the first player from the previous round. That is, once the First Player is determined, that person remains the First Player not until the end of the round, but rather until someone else becomes the new first player.
