Parting Blow, Bastard's Elite and MIL claim

So we were having a discussion on cardgamedb and I wanted to see if I had this right.

A refresher to the cards in question:

Parting Blow: "Response: After a character you control leaves play, choose and kneel 1 character controlled by an opponent. Then, draw 1 card."

The Bastard's Elite: "After a player wins a Military challenge against you, that player takes control of The Bastard's Elite."

The scenario is this:

Player 1 (Martell) is currently winning a MIL challenge against Player 2 (Stark) who has The Bastard's Elite in play.The Stark player chooses the BE for claim and does not save them. They are now moribund:dead during step 3 of the resolution of claim. Step 4 includes passives, and since BE is still in play the Martell player gains control. Other passives are handled, then on to responses.

The question is, since the Stark player no longer controls a character that is leaving play - they are unable to play cards like Parting Blow correct? And in fact, since the play restriction is met, the Martell player actually can play Parting Blow right?

It's the same as playing Bolton Refugee with Winterfell Castle out and being able to trigger The Dreadfort. What matters are the qualifying characteristics (including control) at the time the Response is triggered, not the characteristics at the time the "response opportunity" is nominally created.
