First Challenge

If I am the first player can I declare a Challenge as my first Player Action to prevent the other player(s) from getting in a Player Action until the next time such a window opens?

I don't think so. Some cards allow you to start a Challenge as a Player Action, but I think the ordinary Challenges are different (and have to wait for everyone to pass during that Player Action window before I can start my first Challenge).
