I know the FAQ says you cant reduce the cost of merra reed any phase with HC but I Dont understand why? To me a card is coming out of the shadows and it has a cost, so it should be reduced

It's due to the fact that her Any Phase ability explicitly says you have to pay the rest of her cost to trigger it. Costs paid to trigger effects cannot be reduced.

I would think you could never bring her out then, became you can't pay the cost. Similar to trying to kill a character to pay a cost that can't be killed

Really it's that the idea of bringing a card out of shadows at your shadows opportunity is a different beast than bringing her out of shadows with an ability. The wording presumably could've been made more clear, but them's the breaks.

The reasoning is this: things only reduce the costs that they specifically say they do. That's why you can't use a Fiefdom to lower the cost you pay to Ambush a Targ character.

What the entry in the FAQ tells you is that the default interpretation of "bring out of Shadows" is as a reference to the game mechanic, not as reference to the result of any effect, no matter the origin, that results with a card starting in Shadows and ending in play. So Hidden Chambers only applies to card brought out of Shadows by the standard game mechanic at the beginning of the phase. In order to lower the cost of something like Meera, the reducer would need to specify "lower the cost of a triggered effect that would bring a card out of Shadows."
