Elusive Monsters and "A monster appears" in Other World loocations

In our last game, we had a player draw an elusive monster while in an Other World location.

Should the investigator have to fight the monster even though it is normally elusive?

It seems a bit wrong that he can bypass the threat without rolling any dice, and any monsters not killed in other world locations are returned to the monster cup.

Maybe give the player a choice to fight or not as is the case with elusive monsters in Arkham?

nope....seems about right... you encounter a monster, but it evades you in return.

The other worlds are strange places indeed where human logic is rare and elusive..

With the elusive monsters, they normally have an effect that forces you to hunt them down and kill them in Arkham, however in Other World locations, they just simply become a "No Encounter", Why would you try to kill them unless you needed the monster trophy?

This happened several times in our game as we were playing with the Green Flame Herald from Kingsport that makes all cultists elusive, so the odds of drawing an Elusive Monster was higher than normal.

I don't think they become "no encounter" at all. You encounter the monster as normal, but you have to pass the evade check.

Wanting to have the monster trophy is a good reason—if you are playing with Tulzscha, then you'll want to collect as many Cultist trophies as you can, to reduce your chances of one appearing on the board.

Additionally, the Serpent People trophy can be used later to aid in a combat check.

As I understand it from the Kingsport rules, you have to pass an evade check if you wish to encounter an elusive monster, otherwise you can leave the space with the monster with no hinderance at all. As monsters that are drawn in Otherworld Locations are never left on the board, the monster will go straight back to the cup, without any dice rolls required.

Right, but in that case it's still ultimately the investigator's choice. Saying the encounter becomes "no encounter" no longer offers that choice.

If you're up against Shub, it might be good to collect some monster trophies in case she awakens. Luckily, you don't have to attempt to initiate combat if you don't wish to.

What happens if you get an encounter that says "draw 2 monsters" or "draw 2 and encounter one," and one or both happen to be elusive? The "no encounter" rule would break down.
