The first concerns Val + Fear of Winter. If I have Val in play while Fear of Winter is revealed, do cards played through her effect count as being played from my hand? I'm not sure since the ability does not mention placing the cards in your hand, but the word "draw" makes me think that it would count.

The next concerns river plots. If I reveal a river plot as my 7th plot card, do I get to trigger the "when revealed" effect of the next river plot card in my used pile, or does the used pile reset before I have a chance to do so?

On Val: Correct, reveal and Draw means the card ends up in your hand (from which you then would need to discard it, if you couldn't play it).

The "used" plot only resets once you've fully resolved the 7th and last plot (as stated in the rules). This actually came up in this week's " Quill & Tankard Regular ", so check that out if you want a more thorough explanation. The same applies to all the city plots that check your used pile.
