When it says equal to or less then double your toughness bonus does it factor in CSM's Unnatural toughness?

Yes, since that's just a bonus to the toughness bonus.

so a space marine with a TB of 4 with Unnat tough bonus of 4 is lightly wounded til he sustains 16 wounds yes?

That's what we do in my group. In fact, my SM has only 14 wounds, so I'm never heavily damaged…
