This came up today in a game

I was Helo who was also admiral and the following crisis card came up on my first turn (before my 2nd turn) and I wanted to know what the appropriate action is

I think its crash landing Crisis allows admiral to select between discarding 2 cards skill cards plus sending the current player to sick bay some other resource loss.

The quandry was can I choose the discard option and if so what happens

The choices are

Yes I can choose it discard 2 cards and either A or B

A - Helo remains off board

B - Helo goes to sickbay

Or NO I cant choose that option

We played on with the idea that I could select it but I didnt get moved there because of Helos drawback saying he cant move or "be moved"

Is there an answer to this in the rules? What is the correct thing?

I'd say you played it correct. It has allready been established that you can choos options on crisis cards even if you can't full fill the text (usualy discarding cards when you don't have enough of them). And I allso agrea with your interpretation of Helos move restriction before his second turn. Since he can't "be moved" he remains of board even when the move to sickbay option is selected.

Helo remains offboard - this is exactly the type of thing that "cannot be moved refers to".

Also, as established - you can choose alternatives that you cannot fully resolve (such as choosing to discard cards when you have none).

The exact same thing happened to me a few games ago and I played it the same way. Helo stayed offboard ( we keep him on the caprica location for laughs) and he just discarded a few cards.
