Do deck have to be exactly 45 crads (with these ident cards, i assume 45/15 ratios might be diffrent on diffrent ids in future) … but the top number can you have a 50 card deck (if you wanted.. or dose it have to be 45?

The 45 is a minimum deck size for that identity. See the keys on pages 8 and 10. You can put as many cards as you want into a deck (within the other restrictions), but for a Corp deck, you have to keep adding agenda points for every 5 cards you add to the total.
And until Genesis comes out, only NBN can have more than 21 agenda points in a deck (using a 2nd Core Set, they can go to 24 in a 59 card deck). The other corps can only have 21 agenda points, which limits them to 49 cards.
However, for optimization, I'd make 45 card runner decks (faster draw) and 49 card corp decks (fewer agenda points per card on average).
