static effects question

By camelion357, in UFS Rules Q & A

In the official rules it says that static effects (effects that are just text and not preceded by a E:, F:, R:, ect.) are always active. By always does this mean that the effect is always active regardless of the position of the card (committed or readied), or is effect is only active when the card is ready.

Example: Altered Mind and Body

At the end of your turn, gain 1 vitality.
F commit: gain 1 vitality.

If I were to commit the card during my combat phase would i still get the 1 vitality at the end of my turn since the card is in the staging area, or would the effect not activate since the card is committed?

Always active, you would gain the life. Unless the cards effect specifies otherwise (While this card is read or similar), the effects always happen and are always on.
