So here is a question, Shiver has this movement thing that causes monsters that "enter a space" adjacent to her/him to spend an extra movement point. Razorwings have the fly ability that states they "ignore" figures and terrain affects when moving.

So the question is will the Razorwings be affected by Shiver's ability?

Scamper the goblin and kobold ability does state they move "though" but does not "ignore" figures. So could one draw a conclusion that Razorwings movement does not enter a space until the figure "lands"?

The fly ability does not say anything about ignoring hero abilities, just figures and terrain effects. Shiver's ability would still therefore apply and force the Razorwing or any monster with fly to spend an additional movement point. Hope this helps.
