I really dislike the disassociated nature of the mechanic for tinkerer. Isn't there a way to put a limit on its use that isn't so arbitrary?

I'm not entirely sure what you're talking about. Much like Jury-Rigger, the limits on Tinkerer is pretty clear. You can add one extra hard point to one piece of equipment per rank of Tinkerer. If you ever lose a piece of gear that you've used Tinkerer on, you can give an extra hard point to another piece of equipment.
I agree. The talent seems good and flavorful for a character who wants to mod all the things.
i.e Boba Fetts sweet armor.
