I remember reading on here awhile back that after a challenge is declared as undefended (no defenders are knelt), the last Player Action section is skipped and you proceed to the end of Challenge Framework.

It's not true. I'm not sure where you heard that. There's always a player action window after defenders are declared, even if none are declared.
