Spies Targeting Players

So my group came upon a problem of wording on one the the Yssaril Spies;

"So Ata: Spy: Choose a player . His total votes are reduced by half rounded up(after adding any bonuses)."

Since the card doesn't specifically say it targets(uses the word choose ) a representative(specifies player ) is the player's representative considered targeted(say if it was a bodyguard that acts if it is targeted)?

I think the Spy would bypass any Bodyguard the chosen player might have selected due to the wording on the card.

Thematically it could be explained by the fact that the Yssaril are the spymasters of teh game. If i reall correctly, the background story of the Yssaril mentions the ability to blend in with their surrounding like a chameleon. Against that, most natural optical receptors would stand little to no chance.

It says that you have to choose a player, not a representative and so it ignores representatives which have an ability triggered by them being chosen.
