act 2 shop

According to the rules heroes do not have access to act 2 shop items until after the first quest of act 2. We have noticed this, however, gives the OL an advantage as his monsters have already powered up and are rolling 3 attack dice where the heroes are still stuck with the weaker act 1 weapons. Because of this we have been allowing the heroes to shop from the act 2 deck directly after the interlude. Has anyone else noticed the same thing and made this adjustment?

Turn that argument on its head. At the end of Act 1 heroes are far more powerful than the monsters so in the interlude they're rolling more dice than the Overlord. Yes the Overlord has a bit of a better time of things in the first quest of Act 1 and the first quest of Act 2 but that's the nature of the game. House ruling is fine but from a design point of view I think this is working as intended.

Maybe it's simply that our circumstances warrant it. We've done three two hero campaigns and aside from first blood the heroes have only won 1 quest in all of that, and I could have won that quest, but backed off a bit simply because after so many losses I felt they needed a chance to win or were not gonna want to play anymore. We just started a 3 hero campaign so maybe things will change and we may need to adjust this ruling, but as it stands it seems that when there are only 2 heroes they need all the help they can get, as half the time the 3 shop cards they draw are items that they dont want/need anyway.

This rule makes sense to me. I feel it is fair and just. I am totally not biased.
