As I understand it, standing the character is the cost to play the event, and costs remain paid even if the effect is canceled. So if someone cancels my To Be A Wolf with say, Finger Dance or Paper Shield, does my chosen character still stand even though I don't get to search?

Yes, the character chosen to pay the cost still stands. The cost of an effect can never be canceled.
