If my maester has been blanked by Meera Reed, can I move Apprentice Collar onto my maester from The Maester's Path?

Yes.
Printed only looks at physical text (Blanking is irrelevant). Apprentice Collar itself has no requirement that the target have any traits, so you can move it to the character.
So while the character ceases to be a Maester when blanked, it does not cease to be a printed Maester. Give it AC and it becomes a Maester again.
And what about the other chains? Can I attach them to my blanked maester without the apprentice collar?
I think yes, the only problem is that after attaching, the chain will be discarded because the restriction are not satisfied (the maester effectively hasn't the trait)

No. The attachments themselves require the Maester trait to be available. Triggering the agenda does not, but since you cannot legally attach the other chains, you are not allowed to make the attempt.
You sure? You are not playing the attachment. The Maester's Path is literally taking the action of attaching the chain from the Agenda to the character. It checks for the "Printed Maester" trait. It finds it. It resolves, attaching the chain. The game then checks that the attachment is valid in the next window for such things (which I believe is currently undefined). It finds the game state invalid and rectifies the game state by discarding the illegally attached chain.

Can you ambush an attachment on a no attachments character?
Play restriction is not limited to "playing" a card. You must legally be able to attach the attachment in addition to legally being allowed to trigger the affect.
TMP has one play restriction and the chain attachments themselves have their own.
To expand Bomb's hypotheticals a bit, what if you had a character with the printed Maester trait and the "No Attachments" keyword?
ALL relevant play restrictions are checked when an effect is initiated. When you are dealing with attachments, that means checking the play restrictions on both the attachment and the character you want to put it on - in addition to any play/target restrictions of the effect you are using.
If you cannot satisfy the play restrictions, you cannot trigger the effect. Period. "Printed Maester" may be good enough for the agenda, but it is not good enough for the chains.
