Force Weapon Rarity

I was helping a friend make a psyker PC so we looked over the force weapons and I was a bit surprised to see that they were "Near Unique" (meaning he could not reasonably acquire one for some time). Later I saw under Weapon Qualities that any primary weapon can be made into a force weapon but is "extremely rare"

Curious, I looked at ItS and IH, finding "Near Unique" and "Very Rare"

So what is up exactly? I know the IH is earlier and before there was "extremely rare, near unique and unique" but it doesn't seem AS rare as it would be indicated by the rules.

Foce weapons dam and pen also varies quite much depending on where you look. By 'force' quality it becomes extremely rare and gains force but noting else. In the armoury sword gets +2dam +2pen, staff gets psychic focus, scyte loses felling. While staff, the sword and the scythe don't. I'd use the extremely rare one for BC because it makes the most sense (and you can still upgrade your weapon with mono and good/best quality).

I am sorry, that doesn't seem to make much sense. I can see not adding extra damage (and ofc replacing Primitive with Force), but why remove the other special qualities? Wont a staff still be balanced? A hammer unwieldy?

Sorry for the bad wording, it seems to be the cause of misunderstanding.

I'm saying that you should add force and not look at what strange things happened in armoury (bonus dam for swords, removing felling for scythe itp). Of course weapons would keep all their previous qualities. The only thing that should be added beside force is psy-focus for force staff.

A Force Staff might not be balanced, since Force Staves are often highly decorated.
