If I play No Use For Grief, can I attach my duplicate characters immediately?

Next question, does Siege of Winterfell's cannot claim power apply to Melee title cards?

Next question (sorry, playing)… I cancelled a triggered response with "He calls it thinking" from one of the dragons' (limit once per phase). Does my opponent get that limit once per phase back?
