We are about to reveal plots. I have about 6 characters on the table. You have 1. And it's a 1-STR weenie. I'm almost positive you're going to reveal Valar, or some other huge reset plot. So I trigger the "return to hand" effect, figuring the House Dayne Reserves will do me more good in my hand than in my dead pile.
There are a LOT of reasons the owner/controller would want to use the effect.

No, although there is a mechanic that is similar to what you're thinking it always specifies something like (any player may trigger this effect). For instance, Steelshanks Walton says "Dominance: If you won dominance this round, take control of Steelshanks Walton. (Any player may trigger this effect)."
Unless otherwise specified, card effects can only be triggered by the card's controller.
