So according to this post navel bombardments can be performed as long as an officer is "fresh". Say in 2 player game the american side has Navel Bombardment and a fresh officer but the german side has fatigued all units and is done for this action phase. With the previous explination it seems the american could continue to call in 3 bombardments each turn until he decided to used his officer. Is this true as it seems that the stategy would be to keep firing and not end your action phase until there are no germans left. Please clarify.

I answered this already over at the geek, but anyway, there's an important error in your statement that should be pointed out (and added to my still valid answer there):
Nav a l Bombardment can be used once per ( action ) turn (that's what the post linked by you clearly states). So you can't call in three bombardments each turn , only one . So you gotta do something else with your available actions, and that's to do something with your officer left.
An example:
Germans: Done, no units left, no Command points to buy action phase strategy cards
Allied: 2 squads left (one with officer)
3 actions/turn.
It's the Allied's turn. 3 actions left, actually he can do as many as possible, as the other player is done with the action phase. Still, it is one and the same action
turn
for him!
1. action: Naval bombardement. This is valid, as a fresh officer is available.
2. action: Naval bombardement

. So he does something with one of the squads left, e. g. an Advance.

It's the Allied's turn. As the german player has ended his action phase, the allied player may do as many actions at once as possible, not only three, then switching to the other player. Technically, this is one "long" action turn.
1. action: Naval bombardement. This is valid, as a fresh officer is available.
2. action: Naval bombardement cannot be used, as it is already used in this action turn and may only be used once per turn. So he does something with one of the squads left, e. g. an Advance.
3. action: See 2. action.
4. action: See 2. action.
5. action: See 2. action.
All actions are taken, all squads are done, Action phase over.
Even with two fresh officers he can't use it twice in one turn , as the card is limited to once per turn and this is one action turn (though a long one).
