Evading Unfriendly Individuals

I have a question about this alternative rule. It says:

In addition to evading characters and creatures,characters may also evade any unfriendly individual depicted on a card or space that the character does not wish to encounter, except for spaces in the Inner Region.

However, the original rule for evading says:

Characters sometimes have the option to evade creatures and other characters, such as by casting an Immobility or Invisibility Spell , and then:

Encounters that may be evaded are:
Anything t 1. hat attacks a character.
2. Any character attempting to attack or use a special ability.
3. Creatures that appear as a result of an Event, Place, or Stranger card

Frame named Creatures and Enemies says: A “creature” is any encounter (other than a character) that attacks with Strength or Craft. This may include Enemy cards and also Events, Strangers, Places, Spells, and board spaces.

So, my question is, what does the alternative rule add new? Becuase as I understand it characters may evade unfriendly individuals depicted on a card or space (like the Black Knight, for instance) even due to the original rule becuase even the Black Knight is a creature.

The Black Knight is not covered by the standard rules for evading, as he does not attack a character! Remember that a creature is anything that attacks a character. Similarly, the Hag or the Witch do not attack a character!

The alternative rule allows you to Evade unfriendly individuals on a card. They needn't be on board space or be creatures that fight with Strength or Craft. With this rule, you can Evade the Cursed by a Hag Event Card, the Raiders Event Card, the Witch Stranger card and so on. They only need to be living beings, not Objects or Places (i.e. you can't Evade the Cave Place Card).
