There's already a built-in negative to taking fire from multiple attackers in the form of how you spend the tokens you get from your action(s). If you burn your evasion or focus token(s) defending against the first shooter, you won't have them to defend against the second. And some pilot abilities and upgrades seem to help benefit moving and attacking together. So no need to house rule anything.
