3 players game

player A: 13 power, attached char with "Crown of winter", plot - winter festival

player B: plot - valar morghulis

player C: wins initiative

Player C chooses the valar to act first, so does it mean that player A still wins, because he recevives +2 power in the moribund state?

From my understanding of the rules. You are correct. Player A wins.

I'm assuming some of that power is on a character? That's the only scenario where moribund is even a concern. If that 13 power is on the house card, Valar has no effect on the power total. Either way, the player would still win because even if their renown character(s) die(s) the power on them would count to the victory total until they left play and that would be after Winter Festival resolved.

The reason that moribund is concerned is for the plot "Winter Festival". Which you get 2 power for your house if it winter, otherwise it's just one. If the character were to die and be removed before the resolution of Winter Festival, then they would only claim 1 power and the game would continue. But as the character with the Crown of Winter is still moribund, it remains winter until after all plots are resolved.

Yep, characters that become moribund in the Plot phase remain in play until all plots resolve.

So still has the Crown, still Winter, Winter Festival gets that player two power.

Technically, this is not quite correct. Characters that become moribund during the framework action window in which plots are chosen and resolved stay in play until all plots resolve completely, including all passives and responses. If they become moribund during the player action window that precedes said framework action window, they'll be gone before regular plots resolve, obviously.

For example, if you use CS Bran to flip Valar before regular plots are chosen, all characters are gone before you even choose your regular plot. Yeah, feel free to call me Captain Obvious.

Fair enough, I had failed to consider cards becoming moribund by means other than plot cards.

I can take another shot at it.

When a plot kills/discards cards, those cards are not physically removed from the table until all plots resolve (including passive abilities and Responses triggered by said plots). Any card still on the table has it's abilities still active.

So even through the card with Crown of Winter attached has been killed, it has not been removed yet. So Crown of Winter has not been removed. So it's still Winter… so Winter Festival still gives that player two power.

I actually would not have picked that nit because it goes beyond the scope of the original question.

The answer everyone is giving is this:

- Moribund cards physically remain on the table, affecting the game normally, until the action window (during which they became moribund) closes.

- All plots revealed in the plot phase resolve in the same window.

- Therefore, cards that are removed from play by a plot effect remain on the table (moribund) until all plots revealed at the same time resolve (aka, within that same window).

- So even if Valar is first, the character/Crown are still on the table and still making it Winter when Festival resolves.

Of course, judging by the original post, you knew all of that. I get the feeling you were looking for confirmation more than anything else.
