Have the provinces of the empire (and/or ruling houses) been given symbols/icons in any of the published materials? Particularly the RPG materials?

Yup, in Hero's Call where provincial backgrounds are given each section has a coat of arms.

Far as I can see these are the same as the ones given in the GW hardback "uniforms and heraldry of the empire" (aimed at miniature army painters). This little book also has the coats of arms of Elector Counts - which are very similar, the emperor's various coats of arms and lots of regional/unit variations. It gives brief explanations of what each has (sometimes meaning sometimes not).

..but of course the Reikland symbol is not in Hero's Call… [insert my nerd rage about lack of attention to detail here]
