Assuming you have researched both Techs of course:
If a Ground Force (GF) dies during invasion combat by any means, "Tech: Gen Synthesis" immediately applies. Making it instantly respawn on a planet your HOME-system on a roll of 5+.
These GFs do not count as "killed" in regard for "Tech: Dacxive Animators".
This means that you cannot revive them on the planet (and thusly have "clones" of your GFs running about the universe. Cloning Technology is forbidden in the TI-universe for obvious, not just ethical, reasons =) ).
However, enemy GFs can be revived as well, but again, not if your enemy already respawned them on his HOME-planet via "Tech: Gen Synthesis".
To go a bit further:
Also: If you currently do not control any planet in your HOME-system, you cannot use the respawn-ability of "Tech: Gen Synthesis".
However, if you are attacked on one of your HOME-planets, your GFs could respawn instantly via "Tech: Gen Synthesis", so they automatically participate in the next round of invasion combat. Making your your home planets pretty resilient and easy to take back from invaders.
Seems a little debatable to me. Just so we're all on the same page:
Dacxice Animators: If you win an Invasion Combat, roll once for every Ground Force unit killed (yours and your opponent's). For every roll of 6+, place one Ground Force unit on the planet from your reinforcements.
Gen Synthesis: All of your Ground Forces now receive +1 on all combat rolls during Invasion Combat. When one of your Ground Force units is destroyed, roll a die: On a result of 5+, the unit is instead returned to a planet in your Home System.
So I hear what Aoenim is saying, if you apply the Gen Syn, and you roll 5+ you can argue that the unit was never killed/destroyed because it got returned to your Home System. With this ruling if you roll <5 then you should apply the Animators to see if you can replace them from your reinforcements.
One could debate that the unit has to be killed to begin with to even trigger the Synthesis so that both would apply. You'd roll for the Synthesis to see if it respawns back in your Home System and then roll for the Animators. Seems more balanced to me, the way Aoenim interprets the cards. Hm…

I'd say that Gen Synthesis sounds like a type of cloning process. Though not perfect since it's not autospawn. The failed rolls would be equivalent to a bad batch. At least thematically that makes sense to me. Also, that would mean that the killed original would still be available for Daxcive Reanimation.

From reading the cards, Gen Synthesis always applies instantly. Regardless of how a unit is killed. If it is during invasion combat, Gen Synthesis is checked after every combat round when GFs have been removed due to assigned hits etc.
Dacxive Animators applies only after the whole fight of invasion combat is over.
The FAQ 2.5 states the following:
Q: Do Ground Forces that are returned to a Home System as
a result of Gen Synthesis count as “killed” for the purpose of
Dacxive Animators?
A: No.
I think this makes it rather clear when playing to standard rules.

Of course, logically I would prefer to apply Dacxive Animators on the planet my units fought on first, and trying to respawn the poor guys that didn't make it after that (on my homeworld). This would increase sustainability of far-off worlds.
The way these Technologies are designed, I do assume, that they were meant to reinforce the defendability of your homeworlds. At least that is the effect they have.
Then again, you get Gen Synthesis at Tier3, Dacxive Animators at Tier5. So generally, the Resupply of units is what you are using mostly.
Probably TI-governments are too slow and stupid to update military procedure and implement the new and better Technology in a logical manner, which is why they stick to: "Respawn at home first, then reanimate in the field." - or there are other psychological problems with everything… like… dieing But that's all just made up fluff.
