With the redirect challenge ability on Crown Regent does the attacker simply have to say that they declare a challenge and the challenge type without stating the challenge specifics or can the player with Crown Regent wait to see who all the attackers are before they choose whether or not to redirect?

Declaring type, defender, and attacking characters are all part of declaring the challenge. The challenge has not been fully declared until all of those things happen. Crown Regent cannot redirect the challenge until it has been fully declared.
