Question about "Church of Sigmar"

Does Church of Sigmar (opponents can't target your units with card effects unless they pay 1 resource per effect) effect Warpstone Meteor (beginning of Chaos player's turn, opponent must corrupt 1 unit in corresponding zone or deal 1 damage to his capital)?

Does Chaos have to pay for that effect every turn if Empire has Church of Sigmar out?

This only effects triggers when specific units are targeted, not universal effects like Troll vomit, correct?

Hey, welcome to the game! I'm a first time poster but a long time lurker on these forums; I've been playing WH:I for more than a year now, though.

Warpstone Meteor reads:

F orced : After your turn begins, each player must corrupt one of his units in this corresponding zone or deal 1 damage to his capital. (Players decide where their own damage is assigned.)

Therefore it doesn't even target anything, but rather just generally affects you (and your opponent). Since Church of Sigmar prevents an opponent from targeting your units without paying an extra cost, it does not affect Warpstone Meteor.

So, yes, only specific effects, not universal ones or those that target players.

Note however, that Church of Sigmar is special in that it creates a constant effect that applies to units out of play as well as in play (constant effects don't target out of play cards by default), since it is altering how your opponent affects your units in general.
