Just want to cover my bases with this one.

Can I use City of Spiders to use the previously used City plot card Manning the City Walls.

My concern lies with the text "if you have no City plot cards in your used pile", but if this is the only card in the used pile and then you try and use it, is it still in the used pile or is it considered the active plot?

The fact that you are "triggering" the "when revealed" effect of the City plot while it is in your used pile does not change the fact that it is physically in your used pile. As such, you cannot use City of Spiders to trigger the effect of Manning the City Walls because the play restrictions on City Walls will not be met. That is, you will always have a City plot in your used pile (Manning itself).

On the bright side, when you use City of Spiders to trigger a City plot, like, say, City of Soldiers, that one will count itself when determining X.
