Does Basic technique Thought sending have to be used unfettered?

Does Basic Technique: Aura Reading page 168 have to be used unfettered. IE do you have a 10% chance of psychic stuff everytime you read someone's aura?

Can Basic technique mind over matter be used fettered, unfettered, and at push?

Astropaths don't start with training for their shock staff? Seems odd since every other character type starts out being able to use their base weapons.

Can you use Basic psychic Techniques from disciplines you haven't bought techniques in yet if you choose those disciplines as part of your 3 disciplines. --You can't choose a different discipline later--

Below isn't so much questions as confirmation that I understand what's going on with all the protections astropaths get from psychic phenomena.

If you have Favoured by the warp and Rite of Sanctioning you can roll twice on the first psychic phenomena table. Choose a result and as long as the result you chose isn't perils of the warp(75+) you can have you default effect go off as per Rite of Sanctioning.

In the unlikely event you have to roll on the second table(perils of the warp) you use your Soul-Bound to the Emperor power to roll 2 d100 and choose 1 result not 2 d10 as per what the books says because 2d10 doesn't make any sense on a table that goes from 1-100 correct?

Even though some psychic techniques "cost" 100 xp it doesn't matter as an astropath because you always have to pay at least 200 xp for talents so 100 xp talents ARE 200 xp talents. For you. 100 xp talents then must be primarily for other classes although you still have to sometimes buy them as prerequisites.

I'll try to edit out questions as they get answered so no-one wastes their time.

Can't comment on most of this, but Blind Fighting will only be useful if you fight against psychic blanks/untouchables/Pariahs or Slaught.

Most important question to me is whether or not aura reading risks psychic phenomena or not.

It tells you A-Lot about the people you come across. How competent they are at fighting, and whether or not they might be chaos so whether or not a psychic could freely use it of not could make an enormous difference.

The Basic Techniques for Telepathy, Divination, and Telekinesis don't say anything restricting the strength they can be used at. I.E. you can choose to use them at fettered, unfettered, or Push.

You don't start with three Disciplines. If you are a Astropath Transcendent you start with Telepathy Discipline which grants you its basic technique in addition to your other powers (pg 72 Core Rule Book). At ranks 3 and 6 AT characters can purchase a second and third Discipline; gaining new basic techniques and allowing them to purchase more advanced techniques form their new Disciplines.

It is weird that the AT’s don’t get a rank 1 option for using starting equipment. You can get the talent to use the shock staff by taking the “Hand of War” Origin Path option.

Your interpretation of how “Favored by the Warp” and “Rite of Sanctioning” interact is correct to me.

Normally you would roll a d100 to determine the Perils of the Warp effect. “Soul Bound to the Emperor” lets you roll and additional d10 afterward rolling your initial result. You then get to swap you either die in the d100 roll with this extra die (pg 72 Core Rule Book).

No you only pay the xp cost listed for the technique. The talent is just listing the max cost of the technique. Newer additions of the Core Book specify this on page 104 but older books don’t. For older books it is clearly stated in the living errata.

Not if used at fettered strength but the use of the power can be detected by the psyniscience skill as normal.
