Running, engagement and free attacks

Hokay. So basicially, the situation in my group's current Rogue Trader game is that there's a guy fleeing from us who we REALLY don't want to get away. We have our Explorator and Seneschal running after him, and the latter is faster than he is, so is, despite him having a slight head start, able to catch up with him and end her running action next to him.

First question is this: It says in the rulebook that if you end a half-move or full-move walking action next to an opponent, you count as being engaged with them, but is the same true if you run up to someone?

Second question: This guy will, naturally, run from the Seneschal on his next action. As his turn starts, he bcomes no longer affected by the +20 WS, -20 BS from his last round of running, but does he (assuming the Seneschal counts as engaged with him) begin to feel those effects the moment he starts running (thus granting the Seneschal's free melee attack against him a +20), or only after any free attacks against him have been made?

Third question: Can the Seneschal free attack him even though she doesn't have an actual melee weapon in hand? She does have the butt of an inferno pistol, which I imagine would count as an improvised weapon, but other than that she's unarmed.

1) I think the answer is technically a 'yes,' but I've always viewed being engaged as both people being aware that the other could potentially strike them; if the enemy is just hell-bent on getting away no matter the cost, I would perhaps consider just letting them run without making a Disengage move.

2. The action that triggers the free attack (Attack of Oportunity ;) ) i run, then as a response you can make a free attack with +20 modifier, because the run action is already in play ;) In my opinion of course

3. The more important question is: Can you shoot the guy as an attack of oportunity with a pistol when engaged in melee.

No? I want to know if I can shot a guy thats running away from me with melta pistol for 2d10+8 damage, than hitting him with it for 1d10-3 +SB. I think the difference is quite relevant. I mean other scenarious, not particulary this one, when you're trying to catch the guy alive.

I would allow the attack of opportunity with pistol butt if thats really what you wanted to do, I'd also allow the shooting in the back. Then again if it was me I would aim shot for the leg, or just grapple/takedown if trying to keep him alive.
