My question is: Can this be played if a military battle is your currently revealed plot card, with none previously used?

No. Your revealed plot is not in your used pile. That means the "To Be…" events can only be played in round 2 at the earliest, and only if your first plot had the appropriate trait.

Unless you use a plot-revealing effect, like CS Bran Stark's, of course.

Note that this isn't a special situation. Every time a new plot is revealed, the current one goes to the used plot pile. Therefore when you use Bran Stark to reveal a new plot, the revealed plot is placed in the used plot pile per the standard framework.

Sorry but this sounds confusing.

To clarify, once you reveal a new plot, it becomes the currently revealed plot and the previously revealed plot goes into the used plot pile.

The "special situation" Rat and Khudzlin were referring to was not the passage of plots from "revealed" to "used."

Rather, they were commenting that normally, you have to wait until at least Round 2 before you have any plot (let alone a Military Battle plot) in your used pile, so the earliest you could hope to play To Be a Wolf is round 2 - unless you use something like Bran to get a plot into your used pile "early."
