In general cards with choose in their text is possible to fulfill any part even if we don t meet the criteria?

Yep, if it says choose that means you get to pick one of those effects to resolve, whether you have the card or not. Penny doesn't look ahead to see which effects you could fulfill when offering you the choice.

Look at it this way - is there anyone who thinks that if you knelt Penny and chose a knelt character that their owner would have to discard a card?
